This shortlist is generated with integration of 8 departments of Shandong province including Federation of Industry and Commerce, Development and Reform Department and Science and Technology Department，passing through rounds of procedures such as application, recommendations by each city, review by experts and advice collections with participating corporations. The election standard mainly lies on corporation revenue, innovation and recruitment.
